CONTEXT, FIELD OF INTERVENTION:
  • In 2014 a working group was set up with representatives from the Social Service Sector and the Local Finance Sector for the verification of vulnerable groups in the commune of the Municipality

  • It was found that in Vau-Dejes Municipality there are a significant number of elderly people in social- economical difficulties.

  • The elderly were affected by some illnesses, abandoned and forgotten, had difficulty obtaining the right medication, difficulties in regular attendance of medical visits, social services lacking and living was difficult as a result of poverty.

  • The lonely elderly people lived abandoned due to demographic developments, from the modern trends of society these phenomena that appeared even in the territory of Bushat Commune, made it more imperative than ever to create a personalized, residential and public care center for meeting their specific needs.

  • The idea for the establishment of the Center was approved by the City Council with Decision No. 7 dated 13.01.2015 and was a co-financing between the Municipality of Bushat and the Change Foundation with the Center in the Netherlands, according to the Act No. 05 Prot dated 01.01.2015.

  • The building was made available by Bushat Commune, while its reconstruction and equipment of the premises with the necessary materials was made possible by the Change Foundation.

  • The funds were originally approved by the "Change" Foundation in the income statement of the Commune of Bushat in the "Donor for the Center for the elderly Barbullush" to cover all expenditures, while the management of these funds was made by Bushat Commune.

  • Personnel training were made possible by companies that provide service in this field.

PERIOD:
  • This Project started in 2015 and is ongoing.

POPULATION, PARTICIPANTS:
  • The number of participants has increased year by year, actually there are 25 resident and 20 daily elderly people receiving services.

METHODOLOGY (HOW THE PRACTICE WORKS):
  • The social center for the elderly people “ Besa” Barbullush it has a total surface about 1040 m2 , among which, the building it has a surface about 326 m2 and it is located in Barbullush, Vau-Dejës Municipality.

  • The Besa center operates its activity in accordance with the Albanian legislation, it is provided by license number LN-9113-02-2015 For services in Community Care and with the license LN-9130-02-2015 For services in Residential Care dated 15.02.2014

  • This center was monitories from Government Social Services at 27/04/2016, and in the report compiled from the monitoring group were evaluated positively. The premises are organised and adapted with the typology of the services, in accordance with the standards, the social life and the activities organised inside and outside the center, the medical care, food, and the treatment of this category. Vau-Dejës Municipality always had in its attention the strata in need and their integration, with well studied and clear policies.

  • A special attention it is given to the process of integration of the elderly people in the active life, considering this category as an important part of our society, which deserves every single day to be looked after with the needed services.

PARTICIPATORY PROCESS:
  • The elderly people that are part of "Besa" center are active member of daily activities, they are direct beneficiaries but at the same time they are involved in various activities (such as gardens work, hairdresser for the community, repairing what is necessary in house, helping each-other.. etc)

  • The Social Center aims to provides healthcare services for the excluded and marginalised elderly through basic checkups, provision of medicines, healthcare education (e.g., how to manage their health, nutrition, occupational therapy, how to prevent a cough, self-care when affected by seasonal viruses.

TIME TO BE SUCCESFUL (HOW MANY TIME THE PRACTICE TAKE TO ACHIEVE THEIR OBJECTIVES):
  • The objectives of this program are foreseen to be realized during the year.

VALIDITY (IF THE PARTICIPANTS THINK THAT THE PRACTICE RESOLVED THE PROBLEMATIC):
  • The only problem that our service can’t solve is the emotional problems of the target group.

IMPACT:
  • 45 direct beneficiaries - The Center provides quality, personalized services to its residents, based on DCM No.821 dated 06.12.2006 "On the Approval of the Standards for Social Care Services for Seniors in Residential Centers.

  • Enhancement of Performance: About 15 Center staff already has better performance in services to the elderly.

  • Increased co-operation: The establishment of the Center for the elderly made it possible to promote cooperation with organizations and institutions both inside and outside the country: Malteser Albania organisation, University of Shkodra, Caritas Diocesan Sapa, Community Center " Kuka "Tirana, High school “Barbullush ", QKAS Vau-Dejës, Travel Agency "Arnik Tours"etc, etc

INNOVATION:
  • 1. The Center for Community and Residential Care Services "BESA" starting from 2018 is thought to be a budget institution transferred to the Municipality of Vau i Dejes.

  • 2. The center meets all the conditions according to the standards of the Social Services. This makes it more durable in time. Also, the community is aware of the values of the center, as the demand for accommodation in this center is constantly on the rise.

  • 3. The positive experience created has made possible the provision of quality and personalized services by improving the living conditions of the elderly by reducing loneliness by providing shelter, food, health, physical problems, emotional and psychological problems.

RESOURCES OR CONDITIONS NEEDED FOR THE PRACTICE:
  • To continue this practice successfully we need continuous support in the realization of outdoor activities, pilgrimages, and many other activities outside the settings of Besa Center.

  • We also need transportation for the elderly from time to time in case of health emergency.

LIMITATIONS:
  • At the beginning of the project the staff members were not very well trained, so it was very difficult to implement the project.

LEARNED LESSONS: :
  • The development of this project has produced very good results and has enhance the social life of the target group by providing a safe environment for them to live and socialize in a context that is positive and conducive to a healthier and more fulfilling life. This project has been a good practice/example also for other public and non-public institutions in national and international level.

SUSTAINABILITY:
  • The project has started in 2015 and will continue thanks to the support of the local and national government. The project activities are geared towards creating the conditions for the sustainability of the established services, in the long run.

REPLICABILITY:
CONCLUSION:
  • Before the project was launched, about 45 people were living alone and deprived, without shelter, without support.
    The opening and the function of the Community Besa center made possible to welcome elderly people and to reduce the social-economical problems in the territory of Northern Albania by offering quality services.
